Polls are open 7 a.m. to 8 p.m. Tuesday as voters decide whether to approve a franchise fee increase, KCCI reported. The city of Des Moines will use funds from the increase to repay $40 million to utility customers, a result of a court ruling that deemed the fee illegal following an eight-year legal battle. If voters approve, the increase will pay for the refunds. If not, property taxes would likely be raised to cover the cost. Voters will also decide who will fill the City Council seat vacated by Brian Meyer. Joe Gatto and Joe Henry are running for the seat.
