Promoting the balky federal health care marketplace to Iowans is a marketing challenge that even mythical ad man Don Draper might find daunting. It's a challenge the right organization could find to be lucrative, however. The Iowa Insurance Division is seeking competitive bids from organizations to develop and execute an outreach campaign to inform small businesses and individuals about health coverage available through the state's new health insurance marketplace. On Nov. 1, the division issued a 44-page request for proposal on its website for a statewide outreach campaign to be held from Jan. 2 through March 31. The successful contractor may also be requested to extend the campaign under an amended contract if the open enrollment period for the online marketplace is extended. Organizations that serve Iowa's uninsured, underinsured, minority or other hard-to-reach individuals or small businesses are encouraged to provide a proposal, the division said.
