A Robert Half Technology report issues this week found that 12 percent of chief information officers (CIOs) surveyed expect to expand their information technology (IT) teams in the third quarter of 2013. That is down from 14 percent in the previous quarter. The same report said that 56 percent plan to hire for open IT positions, down from 61 percent a quarter ago, and 26 percent expect to put hiring plans on hold, up from 22 percent a quarter ago. The survey is based on more than 2,300 telephone interviews with CIOs from a random sample of U.S. companies with 100 or more employees in 23 major metro areas.
