The new 19-member governing body of the Des Moines Area Regional Transit Authority was seated Tuesday. The governance structure is made up of one commissioner and one alternate from each local government that participates in the authority. In May, an independent task force recommended replacing the nine-member board — representing seven districts in the DART region and two at-large seats — with a board that represented each member community.
