Altoona owes developer millions for work on Prairie Crossing development, judge rules

The Prairie Crossing area, a large complex of hotels, restaurants, shops and entertainment businesses in Altoona, has been under development for several years. In the late 2000s, the city struck an agreement in which Prairie Crossing Investment, Inc. would finance and build infrastructure on the property, like sewer and streets, to transform the vacant land for future development.
