The company, National Tax Experts, has also agreed to issue refunds to Iowa taxpayers or companies that request them. The solicitations instructed recipients to immediately call the company’s toll-free number; the company claimed to be able to “prevent” the state from collecting on an unpaid state tax lien or reduce the amount by 90 to 95 percent. Miller said most people don’t qualify for the programs or debt reduction described in the mailings.
