The city of Des Moines will have a town hall meeting at 6 p.m. Thursday at the Des Moines Central Library to discuss the city’s operating and capital spending budgets for the 2017 fiscal year. The proposed budget does not include a tax rate increase, according to a release. Staff members from city departments will be available to answer questions about city operations. Public comments will be sought at the meeting.
