A tax-abatement agreement with the city of Des Moines has been rescinded.

The agreement had allowed the developer, Highland Co. LC, to offer condo buyers a five-year tax abatement; the developer and the city were to split the tax money during the next five years. Highland now has a traditional 10-year tax abatement plan.

Highland principal Bob Caluzzi said: “We still think there’s a market to buy downtown, but everyone is squeamish about buying real estate right now. A lot of people come in and want to do a ‘test drive’ and see what downtown living is going to be like.”

Three condo units have been sold at Ingersoll Square, and Caluzzi said four units have been leased since the new program began in early October. The leases run for 13 months and include an option to buy.
