The subdivision of 38 platted lots has relied on a private water system, but problems arose with the quantity and quality of the water. The city of Johnston was willing to provide public water, but only if the area agreed to become part of the city. Annexation details have not been determined, but the residents of Elmerodo signed a petition and waiver to proceed with the water plan.

All members of the Johnston City Council present during the Oct. 15 meeting approved the petition, waiver and resolution to allow Elmerodo Estates to connect to the city water system before becoming annexed. Now design and construction of the water system are approved to move forward.
