The final bill could reach into the hundreds of millions, according to a legal expert. A judge with the U.S. Court of Federal Claims found that the U.S. Army Corps of Engineers had caused an increase in flooding when it made changes to improve habitat along the river as part of its effort to comply with the Endangered Species Act.
