Some area residents who attended the meeting raised concerns that the proposed three-story building did not fit in with the neighborhood and that increased traffic from the development would be disruptive to the area, a West Des Moines spokeswoman said. The commission, on a 4-0 vote, denied developer Scott Cutler’s request to rezone parcels at 101 and 107 Fourth St. to Historic Business and to establish a Planned Unit Development. The parcels are now zoned medium density residential. Cutler wants to build a 13,928-square-foot building that would include ground-level retail and 14 apartments on the second and third floors. The West Des Moines City Council will discuss request at its meeting at 5:30 p.m. Jan. 21 at the Law Enforcement Center, 250 Mills Civic Parkway. Four of five council members must approve the request to override the commission’s recommendation.
