The Des Moines Plan and Zoning Commission has approved a rezoning request and conceptual plan for a 165-acre lot on Vandalia Road.

The parcel has been proposed by Vision Fuels Des Moines LLC as the site for a 110-million-gallon dry mill fuel ethanol and biodiesel plant.

The complex would include administration and production buildings, above-ground storage tanks and cooling towers. The rezoning and conceptual plan will head to the City Council on Nov. 15.
