Site plan submitted for more downtown warehouse apartments
Two site plans have been submitted to the city of Des Moines’ Permit and Development department to renovate two downtown warehouses into apartment complexes.
Under the plans, the Rumely Building, 104 S.W. Fourth St., and the L&L Insulation Building, 340 S.W. Fifth St., would receive both interior and exterior renovations. The changes would include new doors and windows, sidewalk landscaping and the removal of old fire escapes. The plans also show basement parking in both buildings.
The plans, which were submitted by J&T Development LLC on Jan. 14, are under staff review and will be presented to the Des Moines Plan and Zoning Commission at its Feb. 7 meeting.
According to the Polk County assessor, the Rumely and the L&L Insulation buildings have not been purchased by J&T Development. Jay Trevor of Chicago, who operates J&T Development, said both buildings are under contact and plans on closing the sale soon.
The developer said the Rumely Building will have 66 apartments with commercial tenants on the ground floor and the L&L Insulation Building, referred to as the Art House Lofts on the site plan, will have 57 lofts with an art gallery on the ground floor.
Trevor said his team is working with DLR Group to have both buildings certified by the Green Building Council under its Leadership in Energy and Environmental Design guidelines. If achieved, they could be the first LEED-certified apartment buildings in downtown Des Moines.
“We know this is a very competitive market,” he said. “We will add unique features to make [the apartments] attractive.”
Trevor said he has received requested tax credits to renovate the buildings and hopes work will begin in April.
