Taxpayers Association of Central Iowa will hold its annual meeting at 4 p.m. May 12 at the Greater Des Moines Botanical Garden. The meeting’s guest speaker is Kurt Thurmaier, a professor in Northern Illinois University’s public administration department. Thurmaier will talk about when government consolidation makes sense.
