Under the plan, officials at the University of Iowa and Iowa State University would have to raise 40% of the cost of building projects from federal grants or private sources. The University of Northern Iowa would be required to raise 20% of the construction costs from sources other than state tax dollars. The proposal is included in a budget bill that’s been approved by the Senate and the House and is headed to the governor.
