The first consideration of the measure passed 3-1, but the council was unable to reach a three-fourths majority to compress a second reading of the ordinance into the same meeting because council member Larry Svec was absent. Swisher will hold a special council meeting later this month to take up the measure again. If it passes, it will nullify a Johnson County ordinance passed Sept. 10 that will bring the minimum wage within the county from $7.25 to $10.10 an hour by 2017.
