Branstad announces judicial appointments

Attorney William Kelly has been appointed to fill the vacancy in the 5th Judicial District, which includes Polk County, that was created by the retirement of Judge D.J. Stovall. Kelly, of West Des Moines, received his undergraduate degree from Brown University and a law degree from Drake University, and he is an Intermediate Level Education graduate of the U.S. Army Command and General Staff College. He currently is in private practice. He also served as judge advocate while on active duty in Afghanistan, according to a release from Gov. Terry Bransta’s office. Branstad also appointed Black Hawk County Attorney Linda Fangman to fill a vacancy in the 1st Judicial District in eastern Iowa that was created by the retirement of Judge Todd Geer.
