Beginning Saturday, about 30 parking meters in Des Moines’ East Village will max out at fours, down from their current 10-hour limit as part of an effort to encourage people to find alternative methods of transportation. The meters are located on East Third and East Fourth streets between East Locust and East Walnut streets and along East Walnut Street between East Third and East Sixth streets, according to a release. Other changes include limiting the number of meters that contractors can reserve and requesting that development agreements include details on the parking needs of their staffs. The changes were proposed by a Navigation Committee led by the city and made up of representatives from Polk County, Des Moines Area Regional Transit Authority, the Des Moines-area Metropolitan Planning Organization, the Greater Des Moines Convention and Visitors Bureau, the Des Moines East and South Chamber, Historic East Village, the Downtown Neighborhood Association, Historic Court District,  the Urban Land Institute, Operation Downtown, the Downtown Community Alliance and the Greater Des Moines Partnership. The city also noted that a navigational signboard has been completed at East Third and East Locust streets to help people find their way around East Village.
