The Altoona City Council today (May 5) will discuss the financing of a proposed water tower to be located east of the city. Altoona, Pleasant Hill and the Des Moines Water Works jointly plan to build a 2 million-gallon tower similar to the 1.75 million-gallon tower in the northwest section of Altoona near Interstate 80.
The Water Works was expected to finance the $4 million project but left it out of a bonding plan, forcing Altoona to scramble for a solution. “I think we got it worked out,” said Jeff Mark, Altoona city administrator. “Because of the new tower, we will no longer be building or adding onto Plant 3, so we took that out of the schedule and freed up some money.” That will allow Altoona to handle half of the cost, and “the Des Moines Water Works would be our banker on the other half,” Mark said.
Staff members for Altoona and the Water Works worked out the agreement, but it still must be approved by the Altoona City Council and the Water Works board of trustees. The Des Moines Water Works handles Pleasant Hill’s water distribution system.
The tower will serve residences expected to be constructed nearby. “Ultimately Altoona and our water customers will pay for the whole $4 million,” Mark said. “We’re not raising our water rates; the money from water-connection fees in this area will go toward paying for this project.”
