The Des Moines International Airport board approved incentives of up to $250,000 for airlines that add new service, if they meet a range of conditions. The money would help promote the new service and cover some airport fees. Kevin Foley, the airport’s executive director and general manager, said it’s doubtful an airline would expand service directly because of the assistance. But if the airport were locked in a competition for new flights, it needs to offer aid similar to other airports or risk losing out, he added.
