The Iowa State Board of Health advises the Iowa Department of Public Health. Under Iowa law, the board is supposed to have 11 members. The law requires the governor to appoint replacements when members resign or when their three-year terms expire. But seven of the 11 seats on the health board are vacant. When the board canceled its scheduled July 14 meeting, Democratic legislators said the cancellation happened because the board lacked a quorum. The lack of a functioning State Board of Health comes at a time when the Iowa Department of Public Health also lacks a full-time director.
