Branstad’s mental-hospital closures upheld by Supreme Court

Des Moines Register: Gov. Terry Branstad had the authority to close two state mental hospitals, the Iowa Supreme Court ruled today. The state workers’ union and several Democratic lawmakers sued the governor, saying he had overstepped his bounds when he vetoed money for the facilities in Mount Pleasant and Clarinda in 2015 and closed them without assent from the Legislature.
