Iowa Citizens for Community Improvement is leading opposition to a decision by the Iowa Department of Natural Resources to approve a construction permit for a 5,200-head hog confinement expansion proposed by Capstone Finishers LLC of Birmingham, Ala. Capstone plans to expand a 2,499-head site built six months ago, just under the 2,500-head permitting level. Boone County supervisors recommended denial of the construction permit and have two weeks to file for an appeal of the permit approval. The Environmental Protection Commission (EPC) would decide on an appeal. Brent Rastetter, a member of the EPC, owns Quality Ag LLC, the construction company contracted to build the Capstone Finishers site.
