City staff said the 63 percent reduction — $2.25 million compared with the city engineer’s estimate of $6.1 million — is a result of the winning bidder, D.W. Zinzer Co. of Walford, being able to recycle and repurpose concrete and other materials from the demolition. The concrete will be crushed and used as aggregate.
