The Des Moines Plan and Zoning Commission will hear a rezoning request from Central Iowa Developers LC on Thursday. The request is to change the property at 5100 N.E. 28th Ave. to a planned unit development. The plans call for changing the 35-acre lot from an agricultural district to 1.5 acres of commercial development, 25 acres of medium-density residential and 8.5 acres of low- to medium-density residential.
