Indiana company to develop 208 apartments in West Des Moines
Carmel, Ind.-based Pedcor Investments LLC is requesting preliminary plat and site plan approval for a 13-building apartment complex on the northwest corner of 88th Street and Bridgewood Boulevard in West Des Moines. The developer is proposing to construct 208 low-income-qualified dwelling units, in addition to a clubhouse, swimming pool and playground area.
Pedcor has an agreement to purchase the 24.77-acre parcel, on which Whisper Ridge Apartments will be constructed, from Cumming-based Hidden Creek LLC, said Mike Byron, Pedcor’s vice president of development. The estimated cost of construction will be $20.2 million.
Signature Construction LLC, Pedcor’s construction services division, will begin building out the two-story structures, ranging from 17,000 to 27,000 square feet, in mid- to late- September, Byron said. Subcontractor bids will open around Sept. 1.
If approved, the preliminary plat and site plan will allow the developer to begin grading and public utility work on the site. It would also subdivide the parcel into two lots, allowing for the construction of Abram Drive, which will serve future single-family residents west of the site. The city is mandating the division, Byron said, adding that a portion of the site will ultimately be deeded to West Des Moines.
“When we final plat the property, about 5 acres will be given back to the city as public roads,” he said.
The West Des Moines Plan and Zoning Commission tonight will consider recommending that the City Council approve the preliminary plan and site plan. The council will vote on Monday, said Jessica Clinton, an associate planner.
Since it started operations in 1987, Pedcor has developed about 14,000 apartment units, including 11,000 affordable housing units and 3,000 market-rate apartments in Iowa, Michigan, Nebraska, Illinois, Missouri, Kentucky, Indiana, Alabama, Tennessee, Virginia and Ohio.
