The U.S. rate was 3.7 percent. The Iowa rate originally hit 2.4 percent in December 1999 and held there until March 2000. The state’s jobless rate was 2.9 percent last October. The state’s jobless rate was 2.9 percent one year ago. Iowa Workforce Development attributed the low unemployment to gains in manufacturing and construction.
