Cedar Falls-based Lincoln Savings Bank, which has operated mortgage production centers in Greater Des Moines, will open a full-service banking operation Dec. 17 at 13523 University Ave. in Clive, the current location of a Liberty Bank branch. A Lincoln Savings spokesman said his company is buying the bank building, only, and no other Liberty Bank assets. The bank has been under a regulator’s orders to improve its capital levels after rapid expansion, primarily in Florida, resulted in a book of bad loans. Lincoln Savings was founded in 1902 in the northeast Iowa town of Reinbeck. It has 15 full-service bank offices in the state.
