State and federal agencies are seeking public input on a draft environmental impact plan for a proposed Chicago-to-Omaha passenger rail line. Iowa officials will use the study and public input to determine whether the state will match $20 million in funding being offered by the federal government. Iowa and Illinois received a $230 million federal grant for the line from Chicago to Iowa City, which they split so that Illinois could complete the project up to the Quad Cities. The remaining money would fund the line to Iowa City, and more funding would be needed to complete the connection to Omaha. The Draft Tier 1 Service Level Environmental Impact Statement will be presented Dec. 12, 5:30 p.m. at the Des Moines Botanical & Environmental Center.  An online, self-directed open house public hearing will also be available through Dec. 26 at www.iowadot.gov/chicagotoomaha/.
