Linda Schemmel, a planner for the city of West Des Moines, said the Plan and Zoning Commission approved site improvements for a 3.27-acre parcel at 496 S. 16th St., owned by Rhino Materials. The land will be paved to serve as outdoor storage for the company. The City Council will vote on final approval of the project on Sept. 24.
