State panel approves water quality rule changes

The Iowa Administrative Rules Review Committee this week gave final state approval to new water quality rules that business groups say will save communities money and environmentalists contend will worsen pollution. The changes were requested by the Iowa Association of Business and Industry, the Iowa Association of Municipal Utilities and the Iowa League of Cities, who wanted a clear standard for how communities consider the economics of less-pollution alternatives to their proposed sewage system improvements. The U.S. Environmental Protection Agency has yet to approve the changes, which went into effect in August under emergency rule procedures.
