The Iowa Department of Natural Resources uses a calendar that ends Sept. 30 to measure how wet a certain year is. We’re guessing that has to do with the federal budget year. The 2016 water year brought a statewide average of 45 inches of precipitation, nearly 10 inches over normal. It was the third-wettest year in 144 years of tracking this type of thing. Charles City had the highest precipitation total at more than 60 inches, a record.
