Missouri-based Centene and Washington, D.C.-based Trusted Health Plan — whose board chair, Tom Scully, ran the Centers for Medicare and Medicaid Services under President George W. Bush — have placed bids to run the $5 billion Medicaid management program, which covers health care for a fifth of Iowans. The Department of Human Services intends to choose replacements by May 1 and begin coverage for Iowans on July 1, 2019.
