Wapello manufacturer announces closure, layoffs

The announcement was made through the Worker Adjustment and Retraining Notification Act. Located 50 miles south of Davenport, the Wapello facility is one of three for the 59-year-old company. Its original headquarters, in Ashland, Pa., closed last year. The company also operated a facility in Beltsville, Md., according to its LinkedIn page. At their peak, the three facilities produced 25 million envelopes daily. A news source in Pennsylvania reported that the Ashland plant closed last year, a few years after Tri-State was sold to Moore, a marketing company in Maryland. There were initial plans to consolidate operations, transitioning work to the Wapello location. “Tri-State Envelope made the decision to close its Iowa location,” a Tri-State Envelope spokesperson who declined to be named stated in an email. “Employees were notified on Oct. 27, 2025, that the facility would complete the transition in 30 days. There are 33 employees at the facility. The company is supporting the employees with a transition plan that includes assistance in exploring other opportunities, separation benefits, and other resources to help ease this change. Tri-State Envelope is complying with all state and federal labor notifications, policies, and laws throughout this process.”
