Des Moines Register: The long-awaited Central Iowa Water Trails project is at risk of losing a major partner. Warren County officials are concerned the maintenance costs for the trail are too high to justify the return on investment. They think they can find better uses for the $600,000 they would have to commit over the next 10 years to three projects proposed on the Middle and Des Moines rivers in the county. Carlisle city officials, who are still considering whether to accept their part of the plan, are concerned that if Warren County bows out, their costs will rise to make up for the loss.
