Waterloo sued over law limiting criminal record inquiries

The Iowa Association of Business and Industry has filed a lawsuit trying to stop from going into effect a Waterloo ordinance aimed at helping convicted felons seeking jobs, reports the Associated Press. The Waterloo City Council last fall approved the so-called “ban-the-box” ordinance. The ordinance, scheduled to go into effect July 1, prohibits an employer from asking about an applicant’s criminal history until after making a conditional job offer. ABI, in its lawsuit, argues the ordinance violates a state law that prevents cities from adopting rules that exceed or conflict with federal or state law. Iowa Gov. Kim Reynolds has encouraged companies to hire more people who have been incarcerated. A “ban-the-box” bill introduced in the Iowa Legislature failed to advance. Lobbyists for the ABI did not register their support or opposition for the bill, state records show.
