Windsor Heights to outline plan for new building on University Avenue

The agreement calls for the city to provide up to $2 million in tax increment finance payments and a $250,000 forgivable loan, providing certain conditions are met. Koester Development LLC has proposed the project. The council has agreed to a $7.5 million minimum assessment for property tax purposes. The public hearing is tentatively set for 6 p.m. Sept. 6 at Windsor Heights City Hall.
