An environmental services company plans to build its headquarters in Johnston, a $2.1 million project that will bring at least 30 new jobs to the northwest Polk County suburb.

The Johnston City Council this week approved a development agreement with Impact7G, whose office is now in Clive. The agreement calls for Impact7G to construct an 11,000-square-foot Class A office building at 8831 Windsor Parkway, according to a city document. In return, the city will provide up to $245,000 in the form of tax increment finance rebate.

Windsor Office Park was platted in 2003. Two of the park’s newest developments – Rainbow Rascals and Dance Vision – both occurred in 2017, according to Adam Plagge, Johnston’s economic development manager.

“It’s been a few years since we’ve had a good commercial project there, so hopefully this is a step in the right direction,” he said.

The city provided about $2.3 million in infrastructure rebates to the park’s developers. The last of the rebates will be paid this year, according to a city document.

“Historically, we have not done [tax increment finance] incentives in areas we provided infrastructure rebates,” Plagge said. “But since those payments are nearly completed, it opens the door to other types of rebates or incentives.”

Impact7G originally was located in Johnston, but when it outgrew its space it moved to Clive. The company conducts work on habitat evaluations, wetland permitting, natural resources and asbestos remediation.

Construction of the one-story brick and stone building is expected to be completed by September 2021.
