The changes in credit card regulation are a good example of the direction our nation is headed. They’re based on fair play — always a worthy goal – but in one sense they’re also the easy way out. They emphasize the nanny state approach over individual responsibility.
It seems fair and reasonable to require more notice to consumers when a change is about to affect them. In August, a law took effect requiring credit card issuers to give customers 45 days advance notice before making any significant changes to a contract and to mail bills 21 days before the due date. Previously, issuers were required to give 30 days notice before changing a contract and mail bills at least 14 days in advance.
Also sensible: a pending plan that would give consumers the choice between paying overdraft fees or being prevented from overspending.
Starting in February, consumers under the age of 21 will be required to have a cosigner to get a credit card and will have restricted credit limits. This, too, sounds like the right way to treat people.
And that’s how it happens. Separately, the steps seem logical, but taken together they’re one more example of our loss of faith in personal responsibility. Why should banks have to take extra steps and forgo income just because people won’t manage their own finances?
Padding the walls for credit card users reflects the same kind of thinking behind measures to limit trans fats and tax junk food. The effects are certainly intended to benefit the American people. But if someone would rather enjoy good taste than perfect health, that’s their choice.
If people decide to buy now and pay the overdraft fee later, it’s up to them. Gradually, they learn the hard way.
However, learning the ropes at an early age would be much better. We need more effective education, not a thicker set of rules.
In an age of fast-flowing money, young people should be taught how to handle it and why mismanagement can be ruinous. Parents and high schools have to take the lead, not government.
