Iowa stands No. 13 in freedom rankings, study finds

A new study ranks Iowa as the 13th most-free state in the nation.

The study, released by the Mercatus Center at George Mason University, ranks states based on public policies that affect individual economic, social and personal freedoms.

Iowa is No. 8 in economic freedom but only No. 30 in personal freedom. The state has improved very little in the report’s index, and has dropped three spots in the ranking since 2007.

“Despite frequently electing politicians who do not seem very interested in preserving freedom, Iowa’s policies are fairly freedom friendly,” the report said. It noted economic regulation, a light touch on land use planning and business-friendly labor regulations as standing out among good “freedoms.”

The report gives the state three policy recommendations: Improve the personal freedom environment by cutting sin taxes and reforming marijuana sentencing guidelines; end private-school teacher licensing and reduce standardized testing for home-schooled students; and reform asset forfeiture by placing the burden of proof on the government and redirecting proceeds to the general fund.

One note: The Iowa Supreme Court’s same-sex marriage ruling came after the period the index covered.
