Gov. Terry Branstad said Friday that Iowa will move forward with plans to form a state health insurance exchange as part of the federal health-care overhaul, but only if the federal government can provide clearer guidance on how to do so. In a letter to Health and Human Services (HHS) Secretary Kathleen Sebelius, Branstad said that arbitrarily forcing an exchange decision on states “would be like forcing a consumer to buy a car without knowing the vehicle’s price tag or fuel economy.” Last week, Sebelius extended the deadline for states to submit a detailed plan for an exchange until Dec. 14. In his letter, Branstad outlined 50 specific questions for HHS. Branstad said if he is forced to make a decision with incomplete information, “then I have no choice but to default on some level to a federal exchange.”
