City of Des Moines to submit site proposal for new federal courthouse

The federal government needs a location for a new $140 million courthouse in Des Moines, and city officials have a location, one that has been on the map for at least six years.


Des Moines city officials, MidAmerican Energy Co. and businessman Jim Cownie’s JSC Properties Inc. plan to answer the General Services Administration’s request for site proposals with a roughly 12-acre area between East Second and East Fourth streets just north of Martin Luther King Jr. Parkway. According to property records, MidAmerican owns slightly more than 4 acres of the proposed site, while the city of Des Moines owns the balance.


The courthouse could take up about two city blocks in the area, with the remainder held for private development, according to a report to the Des Moines City Council, which will be asked to approve submitting the proposal to the federal government. The council meets at 4:30 p.m. Monday.


A six-year-old conceptual development plan for the city’s Market District area points to a virtually identical location for a federal courthouse.


Assistant City Manager Matt Anderson said the city plans to donate its property for the courthouse project.


Plans call for JSC Properties to acquire and develop any of the city and MidAmerican Energy property that is not used for the federal courthouse. In addition, MidAmerican will clear structures immediately to the west of the proposed site to provide views of the Des Moines River and downtown skyline, said city of Des Moines urban designer Erin Olson-Douglas.

The city will sell its property to the GSA at fair market value, if the site is selected.
