The New Leaders Council’s leadership institute graduation ceremony will feature a keynote address by U.S. Rep. Tulsi Gabbard of Hawaii  at 11 a.m. Sunday at the World Food Prize Hall of Laureates. Gabbard, a Democrat who this week addressed the Greater Des Moines Partnership’s delegation to Washington, D.C., is an Iraq combat veteran who has been in Congress since 2013. She previously served in the Hawaii House of Representatives from 2002 to 2004, where she was the youngest woman in the U.S. to be elected to a state legislature.
