Iowa Learning Online was launched six years ago with an annual budget of $15 million in state tax money, but that funding ended three years ago when the state began charging schools $260 for each online course offered to each student. Once fees went into effect, enrollment dropped by 40 percent, said Iowa Department of Education director Ryan Wise.
