The Iowa Legislature earlier this year authorized the Iowa Farm Bureau Federation to offer the health plan benefit to its members. The plan is designed for individuals who don’t qualify for tax credits under the Affordable Care Act. Farm Bureau Health Plan will offer three plan designs, including two traditional plans with copays, co-insurance and deductibles, and a high-deductible plan. The health plans will be administered by Wellmark Administrators Inc., which includes 100 percent of hospitals and 97 percent of the physicians in Iowa. Because the coverage is not technically insurance, it is exempt from regulation by the Iowa Insurance Division. Farm Bureau members who purchase the health benefit plans won’t be subject to federal penalties for not having health insurance, as the individual mandate is repealed effective Jan. 1, 2019.
