Des Moines Register: Federal investigators say an Iowa state institution for people with severe disabilities likely violated their constitutional rights by providing them with insufficient medical care and exposing them to unethical experimentation. The conclusion comes in a report about the Glenwood Resource Center released Tuesday by the U.S. Department of Justice. The report says “there is reasonable cause to believe” practices at the southwest Iowa facility violated residents’ constitutional rights and subjected them “to unreasonable harm and risk of harm.”
