The conclusion comes in a report about the Glenwood Resource Center released Tuesday by the U.S. Department of Justice. The report says “there is reasonable cause to believe” practices at the southwest Iowa facility violated residents’ constitutional rights and subjected them “to unreasonable harm and risk of harm.”
