Construction of a new parking ramp at East Fourth and Des Moines streets is complete but gates and other equipment won’t arrive until early 2020. Instead of letting the ramp sit unused, the City Council on Monday directed the city’s staff to open the first level of the ramp for public parking. Beginning Friday, 133 parking spaces will be available for public use. The free parking will be available through Dec. 31. Beginning Jan. 1, the lower level will be closed for the installation of parking revenue equipment. The lower level can be accessed using the entrance along East Fourth Street.
