The vote came just over week after the Iowa House passed S.F. 447, legislation that prevents cities from enforcing residential property rental permit caps on single-family homes or duplexes. Simon Andrews, assistant to the Iowa City manager, described council’s moratorium as letting the city “press pause” on rental permits. Andrews said the city is interested in regulating density to avoid overburdening infrastructure in areas that may not have been built for it.
