The Iowa City City Council, on a 6-0 vote, approved changing the zoning of the tract along the west side of North Dubuque Street just south of Interstate Highway 80 to a planned development with high-density single-family residential and highway commercial. The land had been zoned for single- and multifamily development. Forest View Development, a $200 million project, will include 57 single-family houses, more than 280 multi-residential units, senior housing, two hotels, and 90,000 square feet of commercial and office space. Owners of the development are North Dubuque LLC and Blackbird Investments. Officials estimate it will take five to seven years to complete the project.
