The Iowa Grocery Industry Association wanted to force the state Department of Natural Resources to create formal rules detailing how far Iowans will be asked to drive to turn bottles and cans in at redemption centers if their local grocer declines to take back containers it sold. The judge said the court had only limited jurisdiction in the matter and the DNR was within its authority to set redemption policy.
